(During the 'foundational' workshop of May 2012, five priority change areas were identified, which later formed a major part of the CCSL agenda - as mentioned in a [https:cgspace.cgiar.org/handle/10568/32782| synthesis paper] published after the workshop. This page relates the unpolished discussion notes from the working group that defined the agenda for this change area, for the CGIAR Research Program on Climate Change Agriculture and Food Security [CCAFS] and more broadly for the CCSL group. Each of these five change areas remains an important aspect of the CCSL strategy//).

Presentation
Outcome: Knowing sustainable agriculture and food security in the context of climate change (now & future) through better decision making. This requires recognition and action on social differentiation, which can be enabled through the use of social learning.
Rationale: Decision making on future food security and climate change at the local level (communities and other groups) is not inclusive and equitable, which is not optimal. Social learning will allow us to understand and address social differentiation while providing evidence and action.
ACTIVITY 1 – Catalyzing Change from Within (2012 – 2013)

Internal review of CCAFS/CG to look for opportunities to further social differentiation and developing strategy for augmenting this work through developing a social learning process. Use baseline work to analyze social differentiation, findings from PAR work Linking social learning process to its annual Science Meeting Create working group with CCAFS and experts on social learning and differentiation * >> (Social LSD)

ACTIVITY 3 - Global Action Research Agenda on Social LSD in CC,A, FS (2012-2013)
- Audience: Climate change and food security community in CCAFS countries
- (a) Phase 1 – Developing a research agenda (loop 1): Facilitate social learning process to devise research agenda. Phase 1 will help to provide evidence, identify partnership, better understanding, principles, rigorous methodology, and communities of practice. This will also include linking practioners with researchers. This process will:
Use crowd sourcing Produce literature review on existing work Conduct scoping process (activities at sub-national level) to help create a research framework Generate a bucket of tools and approaches on to conduct research on social learning and differentiation Develop a framework and principles on conducting social learning and differentiation, including action research Fund initial proposals through a call on social learning and differentiation
- (b) Phase 2 (loop 2): Research to action 2014-2020
Iterative process of learning as research underway – e.g. Online forum; Wiki; annual workshops; publication Capacity development on methodology and approach within the CG system and beyond Demonstrate the evidence Move towards impact with partners

- Activity 1 & 2: $50,000
- Activity 3: $300,000
Feedback from the group
- Break this down a bit, I hear much about CCAFS but not about others;
- Q: What scale?
A: Sub-national level, where CCAFS is already working - building around what CCAFS is already doing;
- There is a lot of overlap between this group and the endogenous group;
- Q: Are you including livelihoods in this group?
A: Yes, food security is integrated with livelihoods;
- Q: I haven't heard communities being brought into this - communities would be important for social differentiation
A: We are including communities when mentioning decision making at local level. Counter-A: Make this explicit then!
- Q: The whole aspect is focusing on communities and other entities but it needs to ensure that communities are included enough, have strong enough a voice.
A: Much work is done for communities, not with them. This work plan is around communities + around communities.
- You seem to consider that communities are homogeneous and they're not e.g. farmers, fishermen etc. you need to make this more explicit!
- There are so many ways to tackle social differentiation
A: Yes but the CCAFS group will have to determine where the priorities are, based on the original activities (activity 1). It will help sharpen in the next 18 months.
- From earlier work from CCAFS, trying to develop baseline information there is some information to indicate where social stratification is at e.g. in Borana, Southern Ethiopia in a pastoral system.
A: Working groups will have to choose which countries and sites to focus on.
- You have USD 250.000 so you can have an idea about the amount of sites you're covering.
A: In the first 18 months there will be much interaction about social learning but then we'll need to know what partners to work with and which people to bring on board.
- Q: Who will lead this work?
A: CCAFS will take the lead among CG centers and highlight what other champion CG centers could take this forward;
- Q: For activity 1, is it also CCAFS?
A: the idea is to bring along many partners that work on this e.g. CARE... Activity 1 is social learning about social learning.

- The problem is the decision-making at local level
- Activities:
Crowdsourcing; Bucket of tools and approaches on social learning and social differentiation - including action research; This will be an interative process; From 2013-2020, going from research to action - will go in parallel with activity 1 * Developing a social learning process, to relate to CCAFS science meeting; * 2012-2020: management with coordinators to manage this process and organize working groups to deliver on activities 1-2 * Activity 1&2: USD 50.000 / Activity 2: USD 300.000. Lots of people have never met so we want to bring them together (social learning and social differentiation groups of people)
